Abstract
ABSTRAK
Studi ini dilatar belakangi oleh permasalahan kelompok tani Ngudi
Makmur yang berada di Desa Plaosan Kec. Plaosan Kab. Magetan yang mulai
bergeser dan beralih profesi, yang awalnya petani sayur-sayuran Olerikultura
beralih menjadi petani Frutikultur yang fokus pada buah Strawberry. Studi ini
membahas masalah sejauh mana pola komunikasi berperan dalam pemberdayaan
kelompok tani Ngudi Makmur. Tujuan dari penelitian ini adalah untuk
mengetahui polako munikasi yang ada dalam kelompok tani tersebut,
yaituantaraketuakelompoktanidengananggotanya, sesame anggota kelompok tani
dan antara aktor-aktor dari luar dengan kelompok tani tersebut dalam konteks
beralihnya petani sayur-sayuran di Plaosan menjadi petani buah Strawberry.
Metode penelitian yang digunakan adalah penelitian kualitatif yang bertujuan
untuk memperoleh pemahaman yang otentik mengenai pengalaman orang-orang,
sebagaimana yang dirasakan oleh orang-orang yang bersangkutan. Hasil yang
dapat diketahui dari penelitian yang telah dilakukan, antara lain (1) pola
komunikasi dalam konteks pemberdayaan petani di Kabupaten Magetan, (2)
kendala dan dukungan pemerintah dalam proses pemberdayaan, (3) proses
pertukaran informasi, serta (4) Tindakan pemerintah dalam merespon perubahan.
Dengan adanya pergeseran pola komunikasi yang dilakukan oleh pemerintah dan
kelompok tani yang ada dilapangan dapat disimpulkan bahwa pemerintah Kab.
Magetan kurang menjaga keharmonisan hubungan dengan target sasaran
pemberdayaan yang dituju, sehingga proses pemberdayaan tersebut tidak dapat
berlangsung secara efektif dan efisien, yang dampaknya kelompok tani Ngudi
Makmur dapat berdiri sendiri dan jauh lebih mampu berkembang tanpa adanya
program pemberdayaan dari pemerintah Kab. Magetan.

ABASTRACT
The backgroud of the study is the problem of Kelompok Tani Ngudi
Makmur, that located in Plaosan Village, Kecamatan Plaosan, Kabupaten
Magetan that start moving and change from the farmers of vegetables
Olericultura into the farmers of Fruticultura that take focus in strawberry. This
study discuss about the problem of communication pattern that acts in the
empowerment of Kelompok Tani Ngudi Makmur. The aims of this study is to know
the communication in that farmer group, that are between the captain of the
farmer group with the members, between actors from the outside with farmers
group in the transfer of the farmers of olericultura in to Fruticultura
(strawberry).The method that is used in this research is qualitative research that
aims to find the authentic comprehension about the experience of the related
people. The results of this research are (1) The communication pattern in the
farmers empowerment in KabupatenMagetan, (2) The obstacles and supports of
the goverment in the empowerment process, (3) The process of information
transfer, and (4) The goverment’s action in responding the changing. Trough the
changing of communication pattern that done by the goverment and the farmers
group in the field, it can be concluded that the goverment is less maintain the
harmony of relationship with the target, so the empowerment process cannot be
done effectively and efficiently, and the impact for KelompokTaniNgudiMakmur is
they can stand independently and can evolve without the empowerment from the
goverment.
